Disaster Risk Management Act (No. 27 of 2023)

Happy to share this Not perfect but at least we have a piece of legislation that does not only focus on disaster response but risk management as well. It was a long struggle but thanks to those that tirelessly invested their time to get things right. Thank you, Malawi Government, Commissioner for Disasters Charles Kalemba and all technical staff at Department of Disaster Management Affairs (DODMA), CSOs - CISONECC, UN Habitat, CADECOM, AEJ, NYNCC, ICAD, and many others, Media, Academia (MUST, LUANAR) Parliament of Malawi (Natural Resources Committee), Development Partners UNDP, World Bank Malawi and many others. I also know versatile colleagues that aren't directly part of DODMA but did their part in framing this updated DRM law i.e. James Chiusiwa and Stern Kita. Brutal truth is legislation without implementation/enforcement is as good as not having one at all. Now is the time to experiment and make use of the new law. Now is the time for massive awareness on the Disaster Risk Management Act. (No. 27 of 2023) Policies and such pieces of legislation are fundamental towards meeting the 7 targets of the 2015 Sendai Framework for Disaster Risk Reduction (SFDRR) which Malawi is party to. We should leverage on the United Nations Office for Disaster Risk Reduction (midterm review report which is clear about areas we need to accelerate investments to make good progress by 2030. Some of the targets emphasise on the need to reduce disaster mortality, number of people affected by disasters, economic losses and damage to critical infrastructure. More importantly, this is the moment to scale up Multi-hazard Early Warning Systems (MHEWS) across regions and significantly save economies, lives and infrastructure. Together, we can!
